CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.ROLEClean Air Task Force (CATF) is seeking a strategic, technical, and policy-focused Europe Policy Manager, Electricity to join our team on a one-year contract. This role will support the decarbonisation of the European power sector by shaping policy frameworks that enable the transition to a clean, affordable, and reliable electricity system across the region.The Policy Manager will play a key role in advancing EU electricity advocacy efforts related to the Clean Industrial Deal and the Affordable Energy Action Plan, among others, on electricity system planning, market design, contracting, and other topics. The Europe Policy Manager should have knowledge and experience in navigating complex electricity and energy systems topics at the EU level. The role contributes to CATF’s mission by working to modernise Europe’s electricity markets, accelerate grid development and integration, and ensure electricity policies support deep decarbonisation across all sectors.This position will collaborate closely with CATF’s EU advocacy team, as well as colleagues in the program teams and the communications team, to ensure coherent, high-impact policy strategies.Key Functions and Responsibilities:Strategy development and implementation<ul> <li>Provide expert advise and support in the implementation of electricity system advocacy strategies towards EU Institutions, and occasionally selected Member States, to impact legislations and policies in line with CATF's European Strategy.</li></ul>Policy analysis and development rooted in deep analytical skills<ul> <li>Analysis of energy system policies at EU level, including regulation of markets, grids, infrastructure, and clean power.</li> <li>Utilise analytical skills to assess, identify gaps in existing legislation and support the European Advocacy team in the development of evidence-based policy recommendations.</li> <li>Contribute with technical inputs to policy briefs, recommendations, and regulatory responses ensuring that CATF's research, advocacy calls, and positioning are timely and relevant.</li></ul>Stakeholder engagement and advocacy<ul> <li>Represent CATF in meetings, policy consultations, multi-stakeholder dialogues, and expert discussions.</li> <li>Collaborate with peer NGOs, think tanks, and industry actors to support aligned policy initiatives.</li></ul>Communication and external representation<ul> <li>Communicate CATF’s electricity policy positions in public and technical forums.</li> <li>Contribute to written communications in coordination with CATF’s Communications team, including op-eds, blogs, and position statements.</li> <li>Support messaging that connects electricity system transformation to broader climate and energy goals.</li></ul>Coordination and delivery<ul> <li>Work cross-functionally with CATF colleagues to align electricity policy efforts with organisational priorities.</li> <li>Assist with internal tracking of activities, reporting, and deliverables related to European electricity work and in fundraising efforts.</li> <li>Support the planning, coordination and execution of policy events, workshops, or roundtables as needed, including developing concept notes, inviting speakers and participants, among others.</li></ul>Skills/Qualifications:<ul> <li>Advanced degree (Master’s or equivalent) in energy policy, economics, environmental science, law, engineering, or a related field.</li> <li>At least 5 years of experience working in energy related contexts, preferably with a focus on markets, systems planning, or clean energy integration.</li> <li>Familiarity with related electricity and energy systems policies at EU level (e.g. Electricity Market Design, the Clean Industrial Deal, electricity contracting, etc.) is a plus.</li> <li>Awareness of EU decision-making processes and experience with EU Institutions or energy regulators (i.e. ACER, CEER) is a plus.</li> <li>Strong analytical skills and a demonstrated ability to translate technical policy topics into clear recommendations.</li> <li>Experience working in a collaborative, multi-stakeholder environment, including with public institutions, NGOs, and/or the private sector.</li> <li>Fluent in English; proficiency in another European language is a strong asset.</li> <li>Highly motivated, organised, and capable of managing multiple priorities in a fast-paced, remote environment.</li> <li>Passion for CATF's mission.</li></ul>Compensation and Location: This is a full-time, remote position, flexible within Europe, with a preference for candidates located in Brussels. This position will be a one-year contract, with the possibility of renewal based on organizational needs.Eligibility for this position requires existing authorization to work in your country of residence.
