AECOM is seeking a creative, highly talented Quantity Surveyor to join our PPM Project Controls Team, for immediate on-site deployment for a large-scale project in proximity to Abilene Texas. The position is permanent, and the candidate will be assigned to our Dallas, Texas office with a full-time on-site attendance obligation. The successful candidate will support Construction Managers with cost management and estimating tasks related to one or more assigned projects.The responsibilities of this position include but are not limited to:<ul><li>Perform all cost management activities for each phase of the project.</li><li>Prepare detailed cost estimates driven by but not limited to design changes and market-driven cost escalations using industry-accepted methods. Estimates shall be provided in UNIFORMAT II and CSI format.</li><li>Undertake GMP finalization exercise following the completion of GC bid process. This includes facilitating and negotiating the GCs bid value prior to each phase.</li><li>Communicate various cost management expectations and processes to GC as part of the kickoff meeting. These processes include but are not limited to GMP buyout review process, cost related document control, invoice process, change order process, contingency usage, limitations, and process financial closeout requirements, etc.</li><li>Review and accurately track subcontractor trade packages issued by GC to ensure there is no discrepancy in scope, budget, or schedule. Provide recommendation and review report to the construction manager after reviewing each subcontractor trade package.</li><li>Facilitate and drive a weekly cost management review meeting with the construction management team and GC. The meeting should cover the review of change order requests, contingency requests, subcontractor buyout updates, GC cost submissions, valuation of post award changes, etc.</li><li>Provide meeting minutes and updated project status report including but not limited to change order log, weekly cost summary, and any potential risk items to the contract.</li><li>Provide updated monthly cost report to show the value of work done to date and estimated value of work on the date of completion.</li><li>Set up and execute monthly invoice review process including site inspection and validation of submitted quantities in place, construction pay application review for accuracy and completeness. Address non-compliant cost related items with the GC and provide recommendations to the construction management team.</li><li>Arrange and manage change log to track GC contingency, proposed and potential change orders, and approved change orders.</li><li>Maintain and contribute to value engineering proposal by reviewing the proposed VE options for accuracy and validity.</li><li>Prepare independent cost estimates for all proposed change orders. Review negotiate and provide recommendation to the construction management team for all the change order requests submitted by GC.</li><li>Review, negotiate, and make formal recommendations of all proposed uses of GC contingency.</li><li>Attend and participate in all other cost management related meetings as scheduled.</li><li>Review, assess, and negotiate with the GC to attain a final account figure recommendation for construction management team to review. Prepare a final account report showing the original estimate compared to the actual work carried out identifying any final GMP savings.</li><li>Work with GC and construction management team to ensure retention withheld, bank guarantees, advance payments recovered, tax values paid are accurately processed prior to recommending the final account.</li><li>Provide a final account report to include GMP values, GMP buyout values, change orders, GC contingency usage, GMP savings.</li><li>Perform cost comparison analyses between in-house estimates and contractor estimates.</li><li>Work with Project Managers and other disciplines to evaluate the appropriateness of budgets.</li><li>Utilize the appropriate company and industry historical data for cost estimates.</li><li>Perform local market unit price research for all construction disciplines through subcontractor and supplier engagement.</li><li>Prepare detailed quantity take-offs on design and construction documents as required utilizing software such as BlueBeam CAD or Extreme, CostX, On-Screen Take-off, etc.</li><li>Provide technical assistance and advice in negotiating contracts and pricing change orders.</li><li>Prepare bid packages, conceptual estimates, and analysis of subcontractor bids, etc. for projects.</li><li>Normally receives general direction/instructions on new assignments. </li><li>Conducts surveys to ascertain the locations of natural features and human-made structures on the earth's surface, underground, and underwater, using electronic distance-measuring equipment and other surveying instruments. </li><li>Operates and manages land-information computer systems, performs tasks such as storing data, making inquiries, and producing plots and reports. </li><li>Reviews information from survey teams regarding measurement of distances, directions, angles between points and elevation of points, lines, and contours on, above, and below the earth’s surface. </li><li>Researches legal records, looks for evidence of previous boundaries, and analyzes the data to determine the location of boundary lines. </li><li>Records the results of surveys, verifies the accuracy of data, and prepares plots, maps, and reports. </li><li>An experienced professional with full understanding of area of specialization. </li><li>Works on complex problems of diverse scope.</li></ul>
